As for why some of the Austrian emperors or holy roman emperors at time adopted an Ottoman or near eastern style dress, well the Ottoman's did actually invade austria several times and even had a very famous failed siege of vienna. There empire stetched all the way up to austria's door basically ending around bratslavia or then known as presburg. The Austrian empire would later gobbel up parts of the former ottoman empire so you ended up with some cultural overlap, especially when austria and hungary joined to become austria hungary. And then you had turks marrying all over europe and euro royals marrying into each other.
